Sacking of Two Top Men Delayed After GHQ Attack

U.S. Govt. Wants ISI Under Civilian Head

ISLAMABAD, Pakistan, 12 October 2009 (TNI) – The GHQ attack saved at
least two top players of the present set-up [PPP-ANP-MQM-JUIF Tyranny]
from being sacked for creating misunderstanding between the [Pakistan]
Army and the President House. [It is not clear why the attack of
Saturday, 10 October 2009 on Pakistan Army's GHQ has delayed firing of
two corrupt traitors of the Zardari-Gilani Mafia.]

It was decided in a high-level meeting on Friday that these two men,
considered close to the [unconstitutional, illegal, unlawful]
president [Asif Ali Zardari, a corrupt traitor], would be sacked from
their jobs. The decision had also been conveyed to the Army
leadership. However, the attack on the [Pakistan Army] GHQ delayed the
implementation of the decision for some time.

Sources in the capital said that Saturday’s meeting between the [PPP]
president [Asif Ali Zardari], the [PPP] prime minister [Yousuf Raza
Gilani] and the [Pakistan] Army Chief [Ashfaq Parvaiz Kayani] defused
tensions for the time being but all is not yet over. The [PPP-ANP-MQM-
JUIF corrupt] government would convey its objections to the
controversial clauses of the Kerry-Lugar Bill to the U.S.
administration anytime soon, and it is expected that the U.S. may also
agree to change the [defamatory] language of these clauses [for U.S.
aid to Pakistan]. However, pressure from the U.S. officials on the
civilian [PPP-ANP-MQM-JUIF tyrannical] government would definitely
create new problems between the [Pakistan] Army and the President
House in the near future. The U.S. is quietly putting pressure on the
[PPP-ANP-MQM-JUIF puppet] government to increase civilian control over
the ISI, slowly and gradually. According to some documents available
with this scribe, the U.S. Government wants a civilian head of the
ISI.

A report of the Pakistan Policy Working Group [PPWG] for the U.S.
president suggested in September 2008 that:

["Increase support for civilian institutions that would provide
oversight of the military and the Directorate of Inter-Services
Intelligence. Washington should encourage civilian control of the
military and increase the capacity of civilians to govern.
International Military Education and Training (IMET) programs with
Pakistan provide a means to increase the army's understanding of the
value of civilian control and of accountability and transparency in
defense planning and budgeting. Washington should substantially
increase the number and frequency of these kinds of training and
exchange programs.
Similarly, programs should be conducted for civilians to increase
their understanding of and tools for expanding civilian control.
Further, we should encourage the extension of civilian oversight to
the ISI, including appointment of a civilian to head the intelligence
organization. Such steps are necessary if Pakistan seeks to develop a
government that is accountable to its people and allies. We should
enlist the support of likeminded friends and allies in supporting
reform of Pakistan's security services.
Increase support for civilian institutions that would provide

civilian head of the ISI. Increase funding for IMET programs that
focus specifically on helping the Pakistan Army understand the value
of civilian military control and teach them the tools of
accountability, such as defending a budget."]

It may be mentioned that [PPP] President Zardari had tried to put the
ISI under the control of [PPP] Interior Minister [Abdur] Rehman Malik
[a corrupt traitor and an ignorant barber (hajam/nai) who usually

The [PPWG] report, launched in the U.S. Embassy in Islamabad earlier
this year, also spoke of support to assistance proposed in the Biden-
Lugar legislation, adding: ["Support the approach to assistance
proposed in the Biden–Lugar legislation, S.3263, 'Enhanced Partnership
with Pakistan Act of 2008,' introduced July 15, 2008. Commit to
including $1.5 billion per year in non-military spending in each of
the Administration's annual budget requests. Such assistance, however,
must be performance-based, and must be accompanied by rigorous
oversight and accountability. The era of the blank check is over."]

The [PPWG report] authors, including Kara L. Bue of the Armitage
International and Lisa Curtis of the Heritage Foundation, used
objectionable language about the Pakistan Army in the said report.
Interestingly, the Pakistan Policy Working Group thanked DynCorp
[International] at the end of the report as the “partner organization
that contributed to the production of the report”.

DynCorp is a private security firm in the USA, which receives more
than 96 percent of its $ 2 billion annual revenues from the [U.S.]
federal government. The U.S. administration has hired its services in
Iraq, Gaza Strip, Bosnia and Afghanistan. Five employees of DynCorp
were fired for being involved in trafficking of child sex slaves in
Bosnia.

Recently, DynCorp was given a contract for the security of U.S.
diplomats in Pakistan, where the company was working with Inter-Risk,
a Pakistani security firm. Many people in Pakistan confused DynCorp
with Blackwater [USA]. However, it is DynCorp that is establishing a
large security network not only in Islamabad and Peshawar, but also in
Karachi. Pakistani security agencies have raised serious objections to
the activities of the U.S. security firm. It is feared that DynCorp
may create some problems for the country’s nuclear programme with the
secret cooperation of Pakistan’s traditional enemies.

According to the sources, the U.S. authorities actually want to clip
the wings of the ISI because they consider the spy agency a threat to
their objectives against the [Pakistan] nuclear programme. It was
learnt the Army high command wants action against all those [traitors]
who facilitated DynCorp secretly and illegally for establishing its
network in Pakistan, which is not aimed against the ‘Taliban’ and ‘al-
CIA-da’, but to break Pakistan’s nuclear security.

[Pakistan Army and the ISI are now deeply investigating to find out
that did Husain Haqqani and certain other diplomats at the Pakistan
Embassy in Washington DC issue Pakistan visas to Anti-Pakistan
mercenaries of Xe Services (Blackwater USA), DynCorp International,
U.S. CIA, U.S. Joint Special Operations Command (JSOC), Israeli-
Zionist-Mossad and Indian-Hindu-RAW to sabotage, steal and destroy
Pakistan's nuclear weapons and to harm the Pakistan military,
