<div>Almost all western newspaper reports that mention ISI start with the laudatory buzz words “Pakistan’s all powerful spy agency”. This is precisely the mindset that the new DG ISI needs to avoid from day one. The unfortunate reality is that today ISI might be powerful or frightening for helpless journalists, citizens and taxpayers of Pakistan (who should, in the first place, if Pakistan was a normal country, be expected to be protected by their intelligence agencies). But in terms of protecting its own turf and vital national interests, ISI today is clearly the bruised, fatigued boxer that is sweating and panting on the ropes, wondering what went wrong. This is the unflattering but hugely realistic image that the new DG ISI should have on the plasma screen of his mind as he sets out to tackle the challenges faced by his agency.</div>
<div> </div>
<div>General Zaheerul Islam’s predecessor was a hardworking, honest and conscientious officer, but during his three years at the helm, the agency encountered the worst crisis of its history. It suffered a series of embarrassments, was humiliated and outmanoeuvred by rival intelligence organisations, was confronted by an unprecedented demonisation across the world and, to make matters worse, it now faces a crisis of legitimacy amongst the better educated and more intellectually vigorous sections of Pakistani society.</div>
<div> </div>
<div>General Pasha may like to thank internationally acclaimed author, Ahmed Rashid, who argues in his latest book, Pakistan On the Brink that President Obama had approved a plan by Leon Panetta to create a Pakistan-specific CIA hidden from the eyes of ISI. Thus one can exonerate the traditional soldier, General Pasha, for the challenge to contain this global age blitzkrieg was enormous and certainly beyond the capacity of his rusty organisation. Nevertheless one wonders: did General Pasha and his colleagues ever realise that their mid-20th century organisation, built on ‘paradigms of control and fear’ and buttressed through old fashioned notions of ‘national security’ and ‘patriotism’ needs a strategic rethink to face the challenges of a new interactive age? If they did, some change would have been seen in the behaviour of the lower to mid-ranking officials who continue to employ ‘fear’ as a tool to deal with the media and civil society, leading to an increasing wedge between the ISI and the intelligentsia of its own country.</div>
<div> </div>
<div>I would pick up four events or developments to help explain the kind of multidimensional challenges the ISI faces today. First, in 2009, with massive penetration and footprint of foreign intelligence agencies across Pakistan, ISI for the first time lost its monopoly on gathering and regulation of information from within Pakistan. To Pakistan’s spymasters, who had failed in their political battle to prevent CIA’s penetration, this loss of control might have been worrying to begin with. And the infamous Raymond Davis affair may have concentrated their minds on the extent and risks of this penetration, but its true nature, size, depth, scope and significance probably only dawned upon them when the role of Dr Shakeel Afridi and his polio teams in the CIA operation to discover Osama bin Laden came to the surface. Add to this the twist that Congressman Dana Rohrabacher wants Dr Afridi to be given US citizenship and awarded for his services to the international community, and you get to develop a sense of the challenge ISI faces in a globalised interactive world.</div>
<div> </div>
<div>Second, the discovery and killing of Osama bin Laden by the CIA in an Abbottabad compound fully exposed the capacity issues of the ISI, however we may put it (depending upon what is known from open sources as to what happened). For if we believe the insinuations of the US media that the ISI was keeping OBL through some ‘wheels within wheels’ arrangement for a trade-off later, then clearly it failed to protect its ‘prized asset’ from the competing intelligence, CIA, that effectively penetrated and manoeuvred within ISI’s home turf. Unfortunately, this damning verdict on ISI’s capacity and competence stays the same even if we turn this story around, faithfully believing ISI’s version that it had no inkling of OBL or his colourful harem of wives, because in that case it not only failed to detect the ‘international public enemy number one’, but also had no idea what the CIA was doing (with a massive operation, that included hiring buildings and running polio teams) on its turf under its very nose.</div>
<div> </div>
<div>Third, the successful raid by a mysterious group of ‘Taliban’ on Pakistan Navy’s Mehran base, in May of 2011, leading to the destruction of strategically vital surveillance planes, P-3C Orion, can only be analysed as a spectacular failure on the part of the ISI in an area that constitutes its primary responsibility, i.e. inter-services intelligence. In fact, those forces who planned this attack through the Taliban, apart from the destruction of surveillance planes, must have desired to send a message to Pakistanis and the world at large how vulnerable the defence and intelligence structures are in a country loaded with nuclear weapons. Has ISI done some soul searching on the real scope of this disaster? If it did, we are not aware of it.</div>
<div> </div>
<div>Four, the arrest by FBI and later plea bargaining of the Kashmiri activist, Dr. Ghulam Nabi Fai in August 2011 raises interesting questions about ISI’s inability to understand the changing international scenario and its own position in it. Why for instance, despite mounting fault lines, clash of interests and frictions with the US intelligence community, the ISI never figured out that it needed to tie up its loose ends? Perhaps even more importantly, is it getting the right legal, technical and strategic advice as it initiates, conducts and sustains various intelligence activities around the world? Ironically, in the case of Dr. Fai, the ISI appeared shocked as if it was betrayed by erstwhile friends; though as a smart intelligence agency with its eye on the changing political dynamics inside the US and its regional posture in South Asia, it should have expected this turn of events many years in advance and prepared for it.</div>
<div> </div>
<div>In addition to these purely technical issues of capacity and competence, ISI today is also facing a growing crisis of legitimacy amongst the Pakistani intelligentsia. In one briefing after the OBL fiasco, a senior official desperately cried out that ISI was the only agency in the world that was not only being demonised by the foreign press but was also being denigrated by its own media. He was right; ISI is being squeezed hard by a combination of interests on its domestic front which, if it continues, is bound to further reduce its capacity to serve as a key national institution.</div>
<div> </div>
<div>But the million dollar question is: does ISI have any capacity to deal with these new kinds of challenges? And the answer is: this is what the new DG’s challenge is and should be. First, ISI needs an internal debate to determine if it wants to see itself as a modern intelligence organisation or would like to continue as a Brezhnev era operational agency that relies upon ‘fear and muscle’ for achieving its objectives?</div>
<div> </div>
<div>Second, if it yearns to be a modern age intelligence agency then it must take immediate steps to reduce its widening gulf with the Pakistani politicians, media and intelligentsia. It can initiate this process by moving its own well-thought out proposal to close the ‘political cell’. Along with this, it has to ensure (even if it is not directly responsible) through its new conduct that stories like the murder of Saleem Shahzad, the abduction of Umar Cheema and the roughing up of politicians like Kabir Wasti cannot be connected to it by any stretch of the imagination.</div>
<div> </div>
<div>Third, and perhaps the most important: it must take steps to increase efficiency and reduce its visibility. That won’t be possible unless it improves its human resource by refusing to be used as a ‘parking lot’ by superseded officers, and launches a massive programme of education and retraining. It may start by restructuring its training institutes that need to hire expertise in the areas of IT, law, public policy, international relations, psychology, cyberspace and the media. It is time for the ISI to wake up and smell the coffee. Dinosaurs don’t survive, tigers do.</div>

<p><strong>Privilege Motion Against Leading News Paper Of Hazara, Hazara News</strong></p>
<p>ANP has started using unfair means to snub the news papers of Hazara. Mr. Bashir Ahmad Bilour, A Senior minister from the ruling Awami National Party in KPK has moved a privilege motion in the provincial assembly against a local newspaper of Hazara region (Daily Hazaranews  Mansehra). This privilege motion is about news published in Daily Hazara news on 12 Feburary. This story is about financial conflict of District development funds of Mansehra between PPP and ANP leaders. Story revealed that District leaders of PPP has alleged serious financial allegations on ANP leader and decided to go court. Next day they filed a suit in court and got stay order. But it is very strange that Mr. Bashir Ahmad Bilour, Senior minister of KPK moved a privilege motion against editor of only one news paper although this story was published in more than two papers. Standing committee on Procedure and Conduct of Business Rules, privileges and implementation summoned Mr. Ahmad Nawaz Khan the Chief</p>
<p>Editor Daily Hazra News on 21 March with regard to privilege motion This created a unrest in journalist community of Hazara region. The ruling Party is trying to pressurized the news papers of Hazra as they speak the truth and they refused to hide the cooption changes of ANP government. Everybody is astonished to hear that Privilege motion and they question Why ANP had not moved such motion against Transparency international when  KPK was highlighted as the most corrupt of all the provinces of Pakistan. It is big stagma on ruling party that a so called Democratic Party leader is violating Freedom of Expression of the Human Rights Act and using State power to snub the free voice. If ANP&#8217;s allied party shown grievances then its not a fault of news paper, why they are blaming a newspaper, it is a big question for all. How it is possible that a true journalist would hide the truth. It is also taken as grudge of ANP leader against a Hazara News paper. All journalist of Pakistan should speak on this immoral practice of Bilour&#8217;s and they must stand with brave journalist of Hazara.</p>

<p>It&#8217;s an interesting analysis for sure. Do you think that the ISI is in a position to redeem itself no matter what it does? Today the viability of the country is being questioned by a vast majority of its citizens; the elite has milked the nation and the international agencies/organizations have funded this elite enabling them to secure a pampered lifestyle while their luxury is being subsidized on behalf of 180 million Pakistanis either via loans or aid thereby the nation has to repay its creditors by becoming subservient.</p>
<p>The nation is divided and believes that its own military is responsible for all the ills in the world while its eastern neighbor is spending $40 billion per year on its defense and offensive capabilities. Yes, the ISI is a big failure because it&#8217;s facing the wrath of its own people &#8211; an ideal situation for the opposing nations. And need for good relations, though necessary, putting aside for now, to say that other nations don&#8217;t have their interests that they are trying to secure is not only foolish, but also simplistic. India&#8217;s defense budget exceeds Pakistan&#8217;s entire budget now and majority of its forces are near Pk border. Sure, let&#8217;s dismantle our military as most of us are using Pakistan as a temporary refuge anyways.</p>

<p><strong>Veena Is Apologetic For FHM Photo Shoot  </strong></p>
<p>Veena Malik, Pakistani nefarious actress is apologetic for her scandalous photo shoot for FHM, Indian magazine. She still affirmed that her photo shoot was not in entire nudity but its magazine editor has deceived her by morphed pictures</p>
<p>Speaking to media spokespersons, Veena told, <em>“Yes, of course, both the images were morphed. My upper portion was covered with tattoos. I think if I could rewind this time, I would like to delete. I feel cheated.”</em></p>
<p>Moreover she regrets, <em>“But we all make mistakes, I have made a mistake, learned from it and want to move on.” </em></p>
<p>It is also reported that her father had disowned her for such outrageous photo shots which are really shameful and disgraceful for him. On taking such strict action of her father against her, Veena felt sorry and said, <em>“It has been tragic and traumatic, really sad. It has been very difficult.”</em></p>

<p>The memoirs of Shoaib Akhtar, who has been renowned for the world record of having the best delivery in cricket ever clocking 161.3 km/h (100.2 mph), is no not as much of conflict-ridden with his confessing to ball tampering and also arrogantly claimed that <em>“Sachin Tendulkar chickened out during the Faisalabad Test.”</em> In his manuscript Shoaib has supposed, <em>&#8220;I bowled (Sachin) a particularly fast ball which he, to my amazement didn’t even stroke. He walked away! That was the first time I saw him walk away from me-that, too, on the slow track at Faisalabad.&#8221;</em></p>
<p>Telling about old hand Indian batsman Rahul Dravid, he remarked that “<em>The Wall and Master Blaster are not match winners.”</em></p>
<p><em>&#8220;I think players like Sachin Tendulkar and Rahul Dravid weren’t exactly match winners to start with, nor did they know the art of finishing the game,&#8221;</em> Shoaib added,  he was also was swindled by Shah Rukh Khan and earlier IPL Chairman Lalit Modi.</p>
<p>He supposed, <em>&#8220;Shahrukh and I talked about my not being happy with the money settled on me. Shahrukh and Modi got me to agree. I should have never listened to Modi and Shahrukh.&#8221;</em></p>
<p>He has also exposed that he tampered with the ball saying, <em>&#8220;everyone tampers with the ball. I did so too. Tampering should be legalised.&#8221;</em></p>
<p><em>‘ Controversially Yours’</em>  also exposes some events of his early childhood life. It records his journey from financially underprivileged, yet joyful babyhood, into a youth driven by his pursuit to break into Pakistani cricket. <em>“Born flat-footed, suffering whooping cough, Akhtar describes the blood, sweat and tears that took him to breaking the 100 mph barrier, playing as Pakistan s Rawalpindi Express.”</em></p>
<p>Comfort continued indescribable. Akhtar expresses the harsh class favoritism maiming Pakistani cricket, the superciliousness of the Pakistan Cricket Board (PCB), his degradation and his failures &#8211; including ball-tampering and even aggressiveness with teammates with a bat.</p>
<p>Along with, he criticizes Pakistani and international players, selectors, coaches and the media. Disparaging Shoaib Malik, Akhtar has mentioned in his manuscript that the Pakistani all-rounder was “<em>PCB s stooge</em>.” <em>&#8220;Shoaib Malik doesn t deserve to be captain and was made captain because he was a stooge of the PCB Chief Naseem Ashraf,&#8221; </em>describes Akhtar.</p>
<p>Not just this, the ex- Pakistani pacer also carries on the claims that renowned Pakistani pacer Wasim Akram efforts to end his career. He affirms, <em>&#8220;Wasim Akram threatened to walk out with half the team if I was included in the team. General Tauqir Zia backed Shoaib against Wasim.&#8221;</em></p>
<p>A year before, he was trapped in a drug scandal after <em>“testing positive for stimulants.”</em> Akhtar was barred in September 2007 for picking up a scuffle with coworker Mohammed Asif, and in the subsequent year he was banned for five years for disparaging the Pakistan Cricket Board.</p>
<p>In October 2008, the Lahore High Court poised the ban. Akhtar retired from international cricket after the 2011 World Cup. His remarkable run started in the 1990s.</p>

<p>Prime Minister Yousaf Raza Gilani met President Asif Ali Zardari at the Blawal house. Both the chiefs brushed aside Mike Mullen, US chairman of the Joint Chiefs of Staff Admiral’s allegations that Inter-Services Intelligence (ISI) was at the back of assaults on US Embassy in Afghanistan.</p>
<p>President and the Prime Minister held Pakistan wants to live with harmony and self-esteem in the region. Both the leaders also talked about law and order and political conditions in the state.</p>
<p>The Prime Minister also informed the President on his short visit to Afghanistan on Thursday to condole the demise of ex-Afghan President and Chairman of the High Peace Council Prof Burhanuddin Rabbani who was killed in Kabul in a suicide assault on Tuesday. The President also arranged dinner for the Prime Minister.</p>

<p><strong>US military&#8217;s apex official indicted Pakistan of &#8220;exporting&#8221; radicalism to Afghanistan</strong></p>
<p>In a scornful and first-time public denunciation of Pakistan, Admiral Mike Mullen alleged the state‘s Inter-Services Intelligence (ISI) was aggressively behind Haqqani network activists who he said have embattled US military forces in Afghanistan.</p>
<p><em>&#8220;The Haqqani Network, for one, acts as a veritable arm of Pakistan s Inter-Services Intelligence agency,&#8221;</em> Mullen informed the Senate Armed Services Committee.</p>

<p>With ISI patronage, Haqqani radical group executed a September 10th truck bombing assault on a NATO base in Afghanistan that injured 77 Americans, Mullen alleged.</p>
<p>He also charged Haqqani uprising millitants for an attack preceding week on the US embassy and NATO head offices in the Afghan capital and a June 28th assault on the InterContinental bar in Kabul.</p>
<p><em>&#8220;In choosing to use violent extremism as an instrument of policy, the government of Pakistan &#8212; and most especially the Pakistani Army and ISI &#8212; jeopardizes not only the prospect of our strategic partnership, but also Pakistan s opportunity to be a respected nation with legitimate regional influence,&#8221;</em> he held.</p>
<p>&#8220;By exporting extremism, they have battered their in-house defense and their role in the region. They have destabilized their intercontinental integrity and endangered their financial interests.&#8221;</p>
<p>His unswerving speech follows a chain of hard-hitting notices from top US officers on Pakistan s stoppage to split down on the Haqqani network, raising the opportunity of independent US action.</p>
<p>The CIA already executes drone terror campaign raids on Al-Qaeda and other activists in Pakistan s northwest tribal regions, which US spokespersons do not openly admit.</p>
<p>Washington s dealings have grown gradually more stressed with Pakistan, which was infuriated and discomfited by a US attack on May 2 that killed Al-Qaeda leader, Osama bin Laden in Abbottabad.</p>

<p>During the weekly update, Tehmina Janjua, Foreign Office (FO) spokesperson has thrusted aside US charges that the Inter Services Intelligence (ISI) is engaged in proxy war against US via Pakistan-based militant network.</p>
<p>She affirmed that Pakistan had no associations with the Haqqani network and was not combating any battle via the Haqqanis in Afghanistan, telling the details how Pakistan was also sufferer of terror campaign and had referred the cross-border assaults from Afghanistan with the United States and other meetings.</p>
<p>Previously, US administrators asserted that there were authentic proofs that Pakistan’s head intelligence agency ISI has been supporting the Haqqani network to assault the US targets.</p>
<p>Responding to a question about the existence of the Haqqani network in Pakistan, Janjua held the query was not within the constraints of the FO.</p>
<p>Talking about the Clinton and Khar conference in New York, Janjua said that the foreign ministers expressed the desire to collaborate and talked about a variety of features of the joint venture.</p>

<p>In general bill, the US Senate panel presented $1 billion for the <em>Pakistan Counterinsurgency Capability Fund</em>, $100 million less than Obama ‘s demand. It restrained aid on Pakistan s collaboration against the Haqqani group, al-Qaida and other activist organizations, with some waivers. The board also took the remarkable tread of not specifying other aid to Pakistan.</p>
<p>The bill would offer $5.2 billion for State Department and USAID processs and aid in Iraq, $960 million less than Obama s demand.</p>
<p>Afghanistan would obtain $1.6 billion for support and $1.1 billion for State and USAID, with a slash of $74 million from the administrative panel’s appeal.</p>
